Hello, welcome to EE. 

In the future, try posting your quest questions in the Newbie Yard.  The Knight forum is for Knight-related question.

To find Commander Zalika, you must first kill all three Anubian Captains.  This will spawn The Commander.  Try to finish the quest all at once, because if you kill the captains then logout, the instance will reset.  So next time you enter, Commander Zalika will not be there.

If you have killed/rekilled the captains and Zalika is not there for whatever reason, I would try leaving the instance, abandoning the quest and asking for it again from Merlin.

Also, as a hint, after you kill Zalika, the quest will call for General Akhom's head.  So be sure to finish that also before you exit.
