I did a google search on EE and found many sites selling gold at prices like 10g for $5 and selling in-game items and even what they call "power leveling". They say that "power leveling" is where they have their "master players" level your character in the most efficient way possible and they charge per hour. Is this all legal? Doesn't the "power leveling" thing count as account sharing?

No, it's expressly prohibited by §8.4 of the Terms of Use and actively quashed by Sparkplay whenever it occurs.
And yeah, a scam.

Yes sites like these are against the rules. Buying gold from sites hurts your fellow players because many of these sites obtained gold from stolen or hacked accounts.
These sites are scams, designed to get your account information.
